Interim Chief Elder remains as City of Madras prioritizes filling city administrator role

MADRAS, Ore. (KTVZ) The city of Madras has stopped its search for a new police chief. Interim Chief Angela Elder will remain in the role indefinitely, as the city prioritizes filling its vacant city administrator position. Elder has served as interim chief since July 2025, when Tim Plummer was fired.

Since Will Ibershof resigned in January 2026, Madras has had two interim administrators. The city indicates it is drawing closer to selecting a permanent administrator.

At an upcoming City Council meeting on May 12, council members are scheduled to select finalists from applications for the city administrator position. David Clyne currently serves as the interim city administrator. Clyne's contract is set to expire in October.

The city hopes to select a permanent city administrator by June 9th.
